Protocol 28 Can Make Stellar More Upgradeable and More Dependent on Admin Control

Stellar Protocol 28, code-named Adapter, changes how Soroban applications can evolve. CAP-85 introduces externally managed executables for coordinated contract-fleet upgrades, CAP-86 supports more flexible contract-data migrations, and CAP-83 allows validators to keep consensus moving when transaction-set data is late or invalid. With Protocol 28 active on Testnet but not yet on Mainnet, the important question is not simply whether Stellar becomes faster. It is whether public blockchain applications can survive long-term software change.

With Protocol 28 active on Testnet but not yet on Mainnet, the important question is not simply whether Stellar becomes faster. It is whether public blockchain applications can survive long-term software change.


The evidence points toward a new change-management layer for Stellar, but atomic does not automatically mean safe. The executable-reference owner gains significant control, Rust tooling remains prerelease, surrounding documentation and snapshot support are incomplete, and no institution or production application has confirmed using these capabilities. Protocol 28 may improve Stellar’s maintainability, but it does not yet establish institutional adoption, safe governance or additional XLM demand.
